  • Provision of technical assistance and capacity building and other intervention activities to further strengthen the administrative, technical and fiscal capabilities of local government offices and personnel and to promote local autonomy and community empowerment

The Department shall promote peace and order, ensure public safety, strengthen capability of local government units through active people participation and a professionalized corps of civil servants.
